{"id":4375,"date":"2026-02-20T13:02:36","date_gmt":"2026-02-20T05:02:36","guid":{"rendered":"https:\/\/artifex.com.my\/sedamalaysia\/?post_type=press_release&#038;p=4375"},"modified":"2026-02-20T13:02:36","modified_gmt":"2026-02-20T05:02:36","slug":"seda-malaysia-pinpoints-solar-hydro-and-bioenergy-as-critical-growth-pillars-for-peraks-energy-transition","status":"publish","type":"press_release","link":"https:\/\/artifex.com.my\/sedamalaysia\/press-release\/seda-malaysia-pinpoints-solar-hydro-and-bioenergy-as-critical-growth-pillars-for-peraks-energy-transition\/","title":{"rendered":"SEDA Malaysia Pinpoints Solar, Hydro, and Bioenergy as  Critical Growth Pillars for Perak&#8217;s Energy Transition"},"content":{"rendered":"<p><strong>Meru, Ipoh, Perak, 10 December 2025: The Sustainable Energy Development Authority <\/strong><br \/>\n<strong>(SEDA) Malaysia<\/strong> has highlighted Perak&#8217;s significant opportunities for accelerating its<br \/>\nrenewable energy (RE) transition, particularly by focusing on the state&#8217;s inherent<br \/>\nstrengths in the solar, hydro, and bioenergy sectors.<\/p>\n<p>At the GREEN TECH PERAK 2025 PANEL FORUM, titled Environmental, Social &amp;<br \/>\nGovernance (ESG) for Industrial Advantage, SEDA&#8217;s Chief Executive Officer, YBhg.<br \/>\nDato\u2019 Hamzah bin Hussin, presented a detailed overview of the state\u2019s potential and<br \/>\noutlined its key priorities for the next five years.<\/p>\n<p><strong>Perak\u2019s Strong Renewable Energy Foundation and Potential<\/strong><br \/>\nPerak have already established a substantial RE base and possesses clear potential for<br \/>\nexpansion. As of October 2025, SEDA has awarded 260.36 MW of projects in Perak<br \/>\nunder the Feed-in Tariff (FiT) Programme, with the largest capacity coming from small<br \/>\nhydro (161.49 MW), followed by biogas (47.079 MW) and biomass (27.5 MW). A recent<br \/>\nSEDA study further identified approximately 78.85 MW of additional viable small hydro<br \/>\npotential along suitable rivers in Perak, affirming its status as a hydro-rich state. For the<br \/>\nNet Energy Metering (NEM) programme, Perak has been awarded 207.46 MW of quota,<br \/>\nwith most of the uptake (112.49 MW) being from the NEM3.0 NOVA category, primarily<br \/>\ndriven by commercial and industrial users.<\/p>\n<p>SEDA recommends that Perak prioritise Hydro and Small Hydro over the next five years,<br \/>\nas this aligns directly with the Perak Sejahtera 2030 goal to expand mini hydro projects,<br \/>\nespecially to supply clean and reliable energy to communities not fully connected to the<br \/>\nmain grid. Second, the state should continue to support Industrial and Commercial Solar<br \/>\nbecause the demand pattern is already strong under the NOVA programme, even when<br \/>\nAccelerated Transition Action Programme (ATAP) replaces NEM, factories and<br \/>\nbusinesses in Perak\u2019s industrial corridors will remain major buyers of rooftop solar and<br \/>\ngreen electricity.<\/p>\n<p>Finally, there is room to grow Bioenergy (Biogas and Biomass), which is supported by<br \/>\nPerak\u2019s agriculture and agro-industry profile and can complement the state&#8217;s energy mix.<br \/>\nFurthermore, pre-feasibility findings by the Minerals and Geoscience Department<br \/>\nMalaysia (JMG) in 2016 indicated a geothermal potential of approximately 162 MW in Ulu<br \/>\nSlim, Perak. The state is also well-positioned to attract green manufacturing in solar<br \/>\ncomponents and battery systems.<\/p>\n<p><strong>SEDA\u2019s Key Priorities (2025\u20132028) for National RE Transition<\/strong><br \/>\nSEDA\u2019s strategic focus areas for the next three to five years begin with efforts to Scale<br \/>\nUp Rooftop Solar Growth by ensuring stable and predictable policy frameworks,<br \/>\nsupported by more digitalised and user-friendly processes. The Authority will also Expand<br \/>\nCommunity-Energy Programmes to widen public participation through community-based<br \/>\nmodels and shared participation structures. A major focus is to Strengthen Data<br \/>\nGovernance and Reporting to track RE performance accurately, support evidence-based<br \/>\ndecision-making, and improve transparency. In parallel, SEDA will Support Emerging<br \/>\nTechnologies, including battery storage, modern bioenergy systems, and hydrogen pilot<br \/>\nprojects. Finally, SEDA aims to Build a Competent Green Workforce through structured<br \/>\ngreen-jobs pathways and targeted micro-credential programmes, alongside efforts to<br \/>\nEnhance State-Federal Alignment to standardise processes and reduce administrative<br \/>\nbottlenecks.<\/p>\n<p><strong>SEDA Strategies for Addressing Industrial Transition Challenges<\/strong><br \/>\nSEDA is focused on streamlining adoption and providing critical support to address<br \/>\nindustry challenges. SEDA can streamline rooftop solar approvals by improving<br \/>\ncoordination between state and federal processes, which shortens approval timelines.<br \/>\nSEDA will also continue supporting clean energy adoption through expanded green<br \/>\nelectricity and corporate procurement mechanisms under CRESS to help companies<br \/>\nmeet ESG expectations. The common challenge of High Upfront Costs can be reduced<br \/>\nthrough leasing arrangements, third-party financing models, and access to green loan<br \/>\nprogrammes. Issues of Limited Technical Understanding are addressed by strengthening<br \/>\ncapacity-building programmes, advisory clinics, and clearer technical documentation. For<br \/>\nindustries facing Grid Constraints, solutions include joint planning between TNB, state<br \/>\nauthorities, and investors. Reliability Concerns are mitigated by encouraging the adoption<br \/>\nof hybrid systems and storage solutions. Furthermore, industries without available on-site<br \/>\nresources can participate by purchasing Renewable Energy Certificates (REC) or<br \/>\nleveraging Green Electricity Tariff (GET) options. Lastly, Compliance and Reporting<br \/>\nDemands can be eased by providing templates, digital tools, and awareness programmes<br \/>\nthat simplify reporting and certification.<\/p>\n<p><strong>Attracting RE Investors and Preparing Industries<\/strong><br \/>\nSEDA provides guidance on attracting investors and preparing industries for upcoming<br \/>\nrequirements. To attract investors, states like Perak can provide clear zoning for solar,<br \/>\nhydro, and bioenergy projects. They should also promote \u201cRE-ready\u201d industrial parks pre<br \/>\nassessed for grid access and actively highlight the state\u2019s 78.85 MW of viable small hydro<br \/>\npotential as a ready-to-develop pipeline. Regarding industry preparation, companies<br \/>\nshould be preparing mandatory energy reporting by organizing their energy-use data,<br \/>\nappointing or training internal energy managers, and conducting basic energy audits. Key<br \/>\nsteps also include setting internal consumption targets, upgrading old equipment, and<br \/>\nadopting automation and smart metering for real-time tracking.<\/p>\n<p>In his concluding remarks, YBhg.
